Nee, dat kan niet. Beide abilities triggeren, maar voor Emeria moet je dan direct al een target aanwijzen. En het creature dat je gaat saccen ligt dan nog niet in de graveyard.

Als er een Call to the Grave in het spel ligt, is het dan mogelijk in dezelfde upkeep de sacrificed creature terug te halen met deze kaart?

Emeria, the Sky Ruin’s triggered ability has an “intervening ‘if’ clause.” That means (1) the ability won’t trigger at all unless you control seven or more Plains as your upkeep starts, and (2) the ability will do nothing if you control fewer than seven Plains by the time it resolves.
