Tis net alsof je de 2016 versie op een oled tv ziet en de Anthology op een qled 
Kleine aanvulling daarop, want het zou dan wel uit de reminder text blijken als die er staat. En Atraxa heeft reminder text gelukkig.
Als hij had ge-target, dan was de reminder text geweest:
"You choose any number of TARGET permanents and/or players with counters on them, then give each another counter of a kind already there."
Maar zoals gezegd target hij dus niet.

Target is een zeer specifiek woord dat een speciale betekenis heeft in Magic, en het betekent alleen target als er target staat.
Helaas is bovenstaande net niet helemaal waar, want er zijn enkele keywords die in de volledige rules text wél het woord target bevatten, zoals enchant of equip. Proliferate heeft gelukkig niet het woordje target in de regels verborgen (al had dat net zo goed wel gekund), dus shroud weerhoudt je er niet van een permanent te kiezen om te proliferaten.
Jazeker, een permanent of speler kiezen is inderdaad niet targetten, dus dat kan gewoon.

Er staat technisch gezien niet dat ze target, maar toch de vraag.. stel ik heb Atraxa equipped met Lightning Greaves en ze heeft een +1/+1 counter..kan ik haar nog kiezen om te proliferaten?
Atraxa is de kroon op het werk van de overwinning van de Phyrexians over de Mirrans op de plane New Phyrexia (voorheen Mirrodin en oorspronkelijk Argentum).
Alle Phyrexian Praetors -op Urabrask the Hidden na- werkten mee aan het creëren van Atraxa, zoals je kunt zien aan haar kleuren.

mijn commander zeer sterk gaat nooit meer weg
Zozo, ineens een prijsverdubbeling. Voorwaar niet misselijk!
Prima kaart toch voor normaal constructed waarom deze nu alleen in commander... best wel jammer.

As you proliferate, you can choose any players that have counters, including yourself.

You can choose any permanent that has a counter, including ones controlled by opponents. You can’t choose cards in any zone other than the battlefield, even if they have counters on them, such as suspended cards or a Lightning Storm on the stack.

You don’t have to choose every permanent or player that has a counter; you choose only the ones you want to add another counter to. Since “any number” includes zero, you don’t have to choose any permanents at all, and you don’t have to choose any players at all.

If a player or permanent chosen this way has multiple kinds of counters, only a single new counter is given. You choose which kind of counter to give that permanent or player as you proliferate.

Players can respond to the spell or ability whose effect includes proliferating. Once that spell or ability starts to resolve, however, and its controller chooses which permanents and players will get new counters, it’s too late for anyone to respond.

If a creature has +1/+1 counters and -1/-1 counters on it, state-based actions remove the same number of each so that it has only one of those kinds of counters on it. There won’t be any counters of the other kind to put onto it as you proliferate.
