De reden dat er and/or staat is dat je twee targets mag kiezen die moeten voldoen aan het zijn van een Bird, of een Cleric of allebei (dus een Bird Cleric).

Overigens staat er "up to", dus je mag ook voor 1 bird of 1 cleric of helemaal niets kiezen.
